How do you make a Neogarden in Neopets?

My sister has a Neopets account and she has just made her Neohome. She has some gardening items and is not sure how to make a garden. She looked on the FAQ page, and it didn't help. Right now, the gardening items, like Prismatic Sea Fern, are in her inventory. What should she do?
